Terengganu Advances Clean Energy with Largest Local Authority Solar PV System and Biogas Power Plant

KUALA TERENGGANU, May 25, 2025 — Deputy Prime Minister and Minister of Energy Transition and Water Transformation (PETRA) Dato’ Sri Fadillah Yusof today joined the PETRA East Zone Squad to inspect the Solar PV System installed at the Kuala Terengganu City Council (MBKT) Tower and its parking area.

The system, the largest of its kind for a local authority building under the Net Energy Metering (NEM) GoMEN program, boasts a total capacity of 807 kWp—197 kWp on the building’s rooftop and 610 kWp in the parking area. Operational since January 2, 2024, it generates approximately 1,147 MWh of green electricity annually, saving MBKT an estimated 11% or RM240,000 on its yearly electricity bill. Approved by the Sustainable Energy Development Authority (SEDA) Malaysia on December 16, 2021, under the NEM 3.0 GoMEN category, this project sets a benchmark for local authorities nationwide.

Fadillah congratulated MBKT for its pioneering efforts in sustainable energy, emphasizing its alignment with Malaysia’s clean energy goals. He later departed for Kuala Lumpur to deliver a keynote address at the “Leadership at Every Level: Championing Shared Prosperity for Women Across ASEAN” luncheon talk.

The PETRA East Zone Squad continued its tour, visiting the Coara Marang Large-Scale Solar (LSS) Plant, developed under the government’s LSS3 program. This advanced facility generates enough electricity to power over 10,000 households daily, playing a critical role in Malaysia’s National Energy Transition Roadmap (NETR). Designed to withstand floods, the LSS Coara Marang serves as a model for disaster-resilient solar plants, supporting the nation’s carbon reduction targets and energy sector resilience.

The squad concluded its visit at the Concord Biotech Sdn. Bhd. Biogas Power Plant in Kemaman, a RM21 million project featuring two biogas engines with a combined capacity of 2.404 MW. Utilizing biogas from palm oil mill effluent (POME), the plant, operational since March 12, 2022, has generated 29,158 MWh of electricity as of March 31, 2025, avoiding 22,568 metric tons of CO2 equivalent emissions. Approved for a Feed-in Tariff (FiT) quota by SEDA Malaysia on February 18, 2019, the plant underscores PETRA’s commitment to sustainable energy initiatives.

These inspections highlight PETRA’s dedication to advancing low-carbon technologies, aligning with Malaysia MADANI’s vision of achieving carbon neutrality by 2050.
